I know theres a way to do it, but for the like of me, I can't find it, and don't remember how.
I want to change the color of the displayed message and quote. Is this a feature of Sync, or is it just a feature of the message reader (SlyEdit, IceEdit, etc). I just want to change how the user see it on my system, not how it goes out to the network.

It's both. A message reader could ignore any color information in the message and just display it however it wants to you (colorizing words or quotes or whatever). Or the message reader could display the message as its stored and any colorizing of the message/quote would be the work of the original message author/editor.
The MsgHdrBodySeparator text.dat string can be used to set a default color for message text displayed by the "built-in" message viewer in SBBS.
