A distro here would probably just be somebody's idea of a good default configuration, possibly with some services removed or disabled, maybe with ... text.dat altered and some different "graphics"?

There are other BBS packages out there, Those would be examples of someone else's direction.
Mystic, MBSE, Enigma, Citadel (although this evolved more to "groupware" now), WWIV.. Magica
exactly, in fact, according to https://en.wikipedia.org/wiki/Synchronet Synchronet BBS was such an endeavour :)
