No immediate idea, but I see that with all the uifc utils (e.g. umonitor, echocfg). Looks like a regression.

I ran into this recently too, I thought it was becauseI had been accessing my server from my laptop, which might have different TERM settings.
So I spent a little time changing the $TERM variable with no luck. "xterm" made the boxes completely solid grey with no visible text. xterm-256color, ansi-bbs, vt100, and other terminal types gave me black & white.

I played around with this and the TERM env variable definitely has an effect. Using putty as the terminal, setting TERM to "ansi" or "xterm" brought the uifc apps (e.g. scfg) up at normal color. e.g.
$ TERM=xterm /sbbs/exec/scfg -ic
