I feel like I should've known about this program already, especially if it's already on version 413.0.

But I guess I haven't really had the need to run a point system.

Then, after some modest encouragement, Tim resumed development of
WinPoint.

The existing documentation is rather old and does not reflect the
current state of the software. Martin Foster maintained some
documenation that is outdated today as well.
Still, most of it is largely self explanatory. Also the setup process
will already configure most of the software to your needs, which is already good enough for many people. The most critical part for many people is setting up automatic nodelist updates.
Still, there is the WINPOINT fidonet echo, that will help.
Also, you can ask me ;)
Maybe the easiest thing is ask is there any hardware bounding (too little this or that or too much breaks WinPoint)?
Any additional software requirements?
I expect I will have some more questions upcoming, as I want to play
around with WinPoint with the idea to help several friends try out life as a point.
